Follow-up to #24026 (merged before the comment was trimmed): shorten the test comment and drop the issue reference.

`serde_json` deserializes a struct positionally from a JSON array, so a config like `["error"]` (or a bare string / number / boolean) was silently accepted by `Oxlintrc::from_file` / `from_string`, and linting proceeded with defaults instead of reporting a config error.

Reject any top-level config whose JSON value is not an object:
