This PR adds the Jenkins machinery for the
prod-pushbranch, which migrates the DB and pushes the latest commit tagged Kuma image to production. It does NOT push an associated Kumascript image to production. The Kumascript repo has its ownprod-pushbranch for that (see mdn/kumascript#436).
