css_ast: Implement relative color syntax - #1119

This change add parsing for CSS relative color syntax ('from <color>' prefix)
across all color function types: rgb/rgba, hsl/hsla, hwb, lab/oklab, lch/oklch.
In addition, resolution to chromashift::Color which allows for minification
where possible.
