  • The Partnership

    The partnership between ASEAN and the EU focuses on strengthening scientific cooperation, a key aspect since the 16th ASEAN-EU Ministerial Meeting in 2007. The Joint Communication and Plan of Action for 2023-2027 prioritize collaboration through Horizon Europe and Erasmus+ in science and technology. The 2022 EU-ASEAN Commemorative Summit emphasized deepening research and education links. The ASEAN-EU Dialogue on Science and Technology prioritises areas like health, green technology, and ICT, with future potential in water and marine research.

    Progress of EU-ASEAN Cooperation

    The 12th EU-ASEAN Dialogue on Science, Technology and Innovation (AEUDSTI 12) took place in Jakarta, Indonesia on 19 June 2025, alongside the ASEAN Senior Officials and Ministers of Science, Technology and Innovation meetings.

    The dialogue reviewed the achievements of EU-ASEAN cooperation in several areas, such as the development of an ASEAN regional research infrastructure strategy with expert input from the EU, talent mobility and the ASEAN technology management hub.

    AEUDSTI 12 also discussed ways to further enhance EU-ASEAN R&I cooperation in areas such as science diplomacy with the World Science Forum hosted in Jakarta in 2026, start-ups, ASEAN membership of the International Bioeconomy Forum various MSCA schemes and participation in Health Research multilateral. Recognising the relatively low participation of ASEAN countries in Horizon Europe, DG RTD encouraged their counterparts in ASEAN to increase their engagement, for example by nominating additional National Contact Points.

    ERASMUS+

    Erasmus+ is the European Union's program to support education, training, youth, and sports across Europe and beyond, with a substantial budget of €26.2 billion for 2021-2027, nearly double its predecessor. The program emphasizes social inclusion, green and digital transitions, and promoting youth participation in democratic life. It supports various EU initiatives and frameworks, including the European Education Area and the EU Youth Strategy.

    For the ASEAN community—encompassing Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam—Erasmus+ offers opportunities for collaboration in higher education, fostering stronger research and educational ties with the EU. It enhances partnerships in science, technology, and innovation as outlined in the ASEAN-EU Strategic Partnership Plan (2023-2027). ASEAN nations can participate in certain actions of the program, subject to specific criteria, fostering exchanges and cooperation in education and youth development initiatives.

    Through Erasmus+, ASEAN participants can benefit from intercultural exchanges and capacity-building projects, enriching educational experiences while strengthening mutual understanding and collaboration with European partners.

    Southeast Asia-Europe Joint Funding Scheme (JFS)

    The Southeast Asia-Europe Joint Funding Scheme (JFS) for Research and Innovation (JFS) is an instrument for the funding of bi-regional research and innovation projects. The funding for the projects is provided by funding agencies or ministries at national, regional or local level from Southeast Asia and Europe. Each country funds "their own researchers" according to their own rules and in principle there is "no money crossing borders".

    On a regular basis Joint Calls for Proposals are being launched in changing thematic areas which are of interest to the participating funders. In 2017 a first joint call in the thematic areas Health (Emerging Infectious Diseases/AMR) and Environment/Climate Change (Adaptation/Resilience of food production systems, Impacts of Climate Change on Ecosystems/Biodiversity) was successfully implemented.

    A typical project funded under the JFS would last for 3 years and usually costs such as personnel, (small) equipment, consumables, travel and workshops are eligible. Yet, this can vary from funder to funder since the national rules apply.

    The central management of the JFS is operated by the European Commission's Service Facility in Support of the Strategic Development of International Cooperation in Research and Innovation.
