Travel and tourism industry is one of the world's great industrial sectors. It drives economic growth, creates jobs,
improves social development and promotes peace. Hundreds of millions of people around the world are dependent on
the sector for their employment.India’s tourism industry is experiencing a strong period of growth in high spending
foreign tourists, and coordinating government campaigns to promote ‘Incredible India’.Tourism is termed as an
instrument for employment generation ,poverty alleviation and sustainable human development.
Tourism development is the process of establishing and maintaining a tourism industry in a particular location. At its
most fundamental level, tourism development can be defined as the process of developing strategies and plans to
increase/develop/encourage tourism in a particular destination.

 Agro-tourism is the concept of
visiting a working farm or any

of enjoyment, education, or active
involvement in the activities of the
farm or operation.
In general Agro Tourism is the
practice of attracting visitors to an area

purposes.

 Agro tourism is the subset of Rural Tourism. The agro-rural tourism is also
supported by the cause of eco-tourism and sustainability tourism. The agro-
rural tourism offers city travelers to escape from urban life and re-discover the
roots of rural.
 They are often seen as synonyms and they are strongly interrelated.

• As tourism continues to be developed in rural areas in order to counter the economic decline in
the primary production sectors, the need for sustainable forms of development is recognized.
• Since the early 1990s, the concept of sustainable tourism development has achieved almost
universal acceptance as a desirable and appropriate approach to, and goal of, tourism
development.
• Rural tourism development has been driven by the need for economic growth and diversification
and it is important, therefore, that tourism’s potential contribution to rural economic growth is not
diluted by the over-specificity of principles of sustainable tourism.

Agro-tourism or agricultural tourism is one alternative for improving the incomes and
potential economic viability of small farms and rural communities.
Agro- tourism includes opening up farms to visitors from urban areas, and getting them
to take experience of rural life.
Apart from telling them about the various crops and how they are sown and harvested,
agro-tourism exposes tourists to traditional food , handicraft , culture, music and
languages.
Tourists can get an experience of rural activities such as bullock cart rides, milking cows
and goats and picking farm fresh fruits and vegetables etc

Economics study, India’s agritourism
industry is seeing a 20% annual growth
rate. The market for agritourism was
estimated to be worth $42.46 billion
globally in 2019 and is anticipated to
grow to $62.98 billion by 2027, with a
CAGR of 13.4% between 2020 and 2027.
In India, agritourism revenue is increasing
at a pace of 20% annually.

• It is an initiative launched by the Ministry of Culture, Government of India, to preserve and
conserve the cultural heritage of India. The scheme was launched in 2016, to create awareness
among the people about the rich cultural heritage of India and encourage them to take an active
interest in preserving it.
• The government provides financial assistance to individuals, organizations, and institutions for
the conservation and preservation of heritage buildings, sites . The scheme also provides for the
development of heritage-related infrastructure such as interpretation centers, conservation labs,
and museums.
• The Amrit Dharohar Scheme is a significant step towards safeguarding India’s cultural heritage
and ensuring that it is passed on to future generations.
• By promoting heritage conservation and encouraging public participation, the scheme aims to
preserve the unique cultural identity of India and promote a sense of pride and ownership among
its citizens.

• Union Budget 2023 announced development of upto 50 new tourist destinations, these
destinations may evolve as alternatives to existing ones.
• These destinations will be selected through a challenge mode, and developed as a
complete package, using an integrated and innovative approach.
• The mobile app will provide tourist-friendly information like physical and virtual connectivity,
and details on tourist guides, amongst other guidance.
• A high standard of street food would be ensured, to enhance the tourist experience.
• 50 new destinations will make lndia more attractive to international tourists as their options
will increase.

• Accessibility and supportive infrastructure are crucial for tourism development. Initiatives like
‘Dekho Apna Desh’, ‘Swadesh Darshan Scheme’ and Vibrant Villages Programme have
been launched to promote domestic tourism.
• ‘Dekho Apna Desh’ scheme focuses on encouraging the middle class to choose domestic travel
over international.
• ‘Swadesh Darshan Scheme’ plans to create “integrated development of theme-based tourist
circuits”. The Vibrant Village Programme will develop tourism infrastructure in border villages.

• Union Budget 2023 mentioned that under Regional Connectivity Scheme (RCS), 50
additional airports, heliports, water aerodromes and advance landing grounds will be
revived for improving regional air connectivity.
• Like the popular Golden Triangle (comprising of Delhi, Agra and Jaipur) tourism circuit,
regional connectivity will give a boost to the dedicated tourism circuits. This will help
promote local tourism and trigger investment in hospitality projects in the region.
• lndian Railways is the lifeline of the nation and it is a preferred accessibility mode,
especially for budget conscious tourists. A capital outlay of 2.40 lakh crore has been
provided for the Railways in Union Budget 2023.

• Souvenir shopping may represent a significant proportion of overall travel expenditure. lt is an
integral component of one's travel experience.
• ln a move facilitating the availability of indigenously made souvenirs to the tourists, Union
Budget 2023 mentions that, states will be encouraged to set up a Unity Mall in their state
capital or most prominent tourism centre or the financial capital for promotion and sale
of their own ODOPs (one district, one product), Gl products and other handicraft
products, and for providing space for such products of all other states.
• This announcement should be understood in the context of Multiplier Effect in tourism where
total spending done by the tourist filters through the economy and stimulates other sectors as
well.
• ln tourism the multiplier effect is usually applied to encompass the direct and secondary effects
of tourist expenditures on the economy, although it can be applied to employment or other
variables

 Micro, Small and Medium Enterprises (MSMEs) sector is an important pillar of the lndian
economy as it supports growth and aids tremendously in job creation.
 MSMEs in tourism sector exists across segments including hotels, tour operators,
business travel, restaurants, travel agents, tourist transporters.
 Relief for MSMEs- Union Budget 2023 has proposed revamping of the credit guarantee
scheme for MSMEs.
 The revamped scheme will take effect from 1't April 2023 through infusion of 9,000 crore
in the corpus. This will enable additional collateral free guaranteed credit of 2 lakh crore.
 Micro enterprises with turnover of up to 2 crore and certain professionals with turnover of
up to 50 lakh can avail the benefit of presumptive taxation.

• ln Union Budget 2023, PMVIKAS has been conceptualised for encouraging traditional
arts and handicrafts.
• Components of the scheme will include not only financial support but also access to
advanced skill training, knowledge of modern digital techniques and efficient green
technologies, brand promotion, linkage with local and globalmarkets, digital payments,
and social security.

• Diversifying the basket of rural tourism offerings, in Union Budget 2023, under the
scheme of Vibrant Villages Programme, tourism infrastructure and amenities will
be facilitated in border villages. Border tourism is being given huge importance also
because of its strategic con notations.

Agri Tourism and rural tourism is the latest concept in the Indian Tourism industry. It
gives an opportunity to experience the real enchanting and authentic contact with real
life. Promotion of Agri tourism needs conceptual convergence with rural tourism, health
tourism and adventure tourism. Tourism sector spearheads growth, improves the
quality of people's lives with its capacity to create largescale employment of diverse
kind. lf properly managed; it supports environmental protection, promotes diverse
cultural heritage and facilitates peace in the world. Ultimately all the government
initiatives, including the budget, should make travel more experiential which is exactly
what travel enthusiasts are looking for.
