Statement by Chair Razza after the 2nd EU-Algeria Joint Parliamentary Committee

The 2nd Joint Parliamentary Committee EU-Algeria took place on 2 October 2025, in Brussels.

The Chair of the DMAG Delegation and Co-Chair of the Joint Parliamentary Committee (JPC), MEP Ruggero RAZZA (ECR, IT) stressed the importance of relaunching enhanced, structured dialogue with the Algerian Parliament, in the framework of the JPC, and appreciated the dynamism and openness of the debates.

The meeting focused on ways to further enhance bilateral cooperation, including stronger investments, trade facilitation, and increased collaboration on migration. This involves a greater focus on youth, on their employment and participation in civic life, as well as delivering more achievements via the strategic partnership on energy.

Concluding the meeting, Chair Razza stressed: "The outstanding participation at today's meeting signals the importance of EU-Algeria cooperation and the central role parliamentary diplomacy must play in influencing debates on critical issues, including cooperation in the Mediterranean region. The New Pact for the Mediterranean is a positive development, and the EU is sending a clear signal giving new impetus to our relationship with our partners. In order for it to succeed, however, it must deliver mutually beneficial economic exchanges underpinned by a partnership of equals".

The meeting ended with the adoption of a Joint Declaration.

Next Morocco-EU Joint Parliamentary Committee to take place in Rabat at the end of October

Morocco-EU Joint Parliamentary Committee Co-Chairs, Mr Lahcen Haddad (Parliament of the Kingdom of Morocco) and Mr Ruggero Razza (European Parliament), met via videoconference on 8 July 2025.

They agreed that the next meeting of the Morocco-EU Joint Parliamentary Committee (JPC) should take place in Rabat at the end of October.

They underlined its timeliness, as it would follow shortly after the launch of the new EU Pact for the Mediterranean. This ambitious proposal aims to strengthen cooperation between the EU and the Southern partners. It focuses on fostering shared interests and mutual benefits to deliver a more stable, prosperous and interconnected region.

They also discussed the JPC's potential draft agenda in Rabat. Important topics that should feature prominently include the Pact for the Mediterranean, sustainable development, energy, and investment, as well as regional security, environment, migration, and the geopolitical situation south of the Mediterranean.

The two co-chairs affirmed their willingness to build a shared vision for prosperity underpinned by peace, security, and inclusive development.

Statement by the Chair of DMAG, on the meeting with Ambassador of Tunisia - HE Mr Sahbi Khalfallah on 6 November 2024

On 6 November 2024, the Chair of the EP Delegation for relations with the Maghreb countries (DMAG), Mr Ruggero Razza (ECR, IT), hosted a meeting with the Ambassador of Tunisia to the EU - H.E. Mr Sahbi Khalfallah.

DMAG Chair expressed his satisfaction for a substantive and positive meeting and appreciated the quality of exchanges with H.E. Ambassador Khalfallah.

The current situation and challenges in Tunisia as well the state of play of the cooperation between Tunisia and the European Union and the role of the DMAG delegation were the main points of the discussion.

Both sides emphasized the importance of further cooperation and open dialogue based on mutual trust.

Statement by the Chair of European Parliament’s Delegation for relations with the Maghreb countries

The Memorandum of Understanding (MoU) between the EU and Tunisia was at the centre of my first meetings as Chair of the DMAG Delegation. I believe the MoU can be an important tool in implementing the priorities of the Association Agreement with this country. We are going to closely monitor together with the stakeholders the achievements in the application of all its chapters, including the human rights impact assessments. In our scrutiny to the European Commission we will follow closely the evolutions on the ground linked with the concrete aspects of the agreements.

"It is important that the Commission has conducted a human rights impact assessment in Tunisia, and has been consistently informed on the diplomatic work carried out by the EU Delegation in Tunisia. Everything can be improved, and everything can be perfected but the focus should be on stopping human trafficking, often managed by criminal organizations, to ensure that no life is put at risk " declared MEP Ruggero Razza (Fdi-Ecr), Chair of the European Parliament's Delegation for relations with the Maghreb countries.

"The importance of a continuous dialogue with Tunisia on all the main aspects of our partnership was at the centre of my first exchange of views with Ambassador Giuseppe Perrone, the Head of the EU Delegation in Tunisia."

Ruggero RAZZA (ECR, Italy) elected Chair of the Delegation for relations with the Maghreb countries

Mr Razza said after the vote: "Today I was elected Chair of the European Parliament Delegation for relations with the Maghreb countries. I am honoured and confident that our delegation will bring an important contribution to the development of the partnerships with Algeria, Libya, Mauritania, Morocco and Tunisia, our close neighbours in the South of the Mediterranean to whom we are linked in so many ways.

We start our mandate at a critical time in the enlarged region and therefore we should use all our tools of parliamentary diplomacy for increased exchanges with our partners. We should strive to enhance bilateral relations as well as to increase stability, security and prosperity in the region and for the consolidation of fundamental rights and freedoms. We should enhance dialogue with our counterparts and with the civil society for achieving these aims.

Today, the date when our delegation is constituted, 3 October, is a day of remembrance of the so many lives lost at sea. On this day, eleven years ago, in a shipwreck off the European coasts, some 400 people died. Unfortunately, many, many others continued to lose their lives during all these years, in desperate attempts to cross the sea. In line with the EU policy, we should enhance all our efforts to prevent such tragedies to happen again.

Our delegation has a rich agenda ahead of it, as we follow the evolutions in all the sectors of our partnerships. I count on all my colleagues, as well as on the dialogue with our counterparts, for a continuous development of our relations and of the mutual understanding."
