Wyjazdy służbowe
Komisja może podjąć decyzję o zorganizowaniu wyjazdu służbowego do jednego z krajów członkowskich, bądź kraju spoza Unii Europejskiej lub na konferencje międzynarodowe. Wyjazdy są organizowane w ramach wykonywania uprawnień przyznanych danej komisji i bierze w nich udział ograniczona liczba członków komisji. Komisje mogą również wysłać, na nie więcej niż trzy dni, trzyosobową delegację do agencji, dla których jest komisją przedmiotowo właściwą. The Special Committee on the European Democracy Shield (EUDS) was mandated to investigate ways in which the European Union can further strengthen itself against malicious interference in European democracies. The mission to the US aimed to analyse how the US works to detect and counter hybrid threats, to assess the importance of the cooperation with the EU and exchange best practices.
EUDS Members were in Helsinki and Stockholm in October 2025 to gain insights from the two Nordic countries in countering hybrid threats, foreign interference, sabotage, attacks against critical infrastructure, espionage and enhancing societal resilience, building on their “whole of society” model.
Taiwan stands at the frontline of hybrid challenges posed by authoritarian regimes. This mission was an opportunity for EUDS committee members to understand how democratic partners outside the EU counter interference, invest in societal resilience and maintain democratic processes while under pressure.
The Special Committee on the European Democracy Shield (EUDS) aims to recommend improvements to legislation to strengthen its democratic processes against malicious interference, foreign and domestic. One way to do this is via the exchange of best practices and the learning from tools from relevant third countries. Another objective of the mission to London was to exchange specifically in the context of a renewed cooperation post-Brexit.
The European Democracy Shield Committee's mission to Moldova (26-28 May 2025) examined the current challenges of hybrid warfare and Moldova's institutional response to foreign interference.
A delegation from the EUDS Special Committee travelled to The Hague and Paris on 24 and 25 April 2025. The mission allowed participants to become acquainted with the work of a number of relevant bodies and organisations at Union and national level and to appraise their possible contribution to the European Democracy Shield.
