docs: add jsdocs for utils functions - #286

I needed to use some function from color.ts for the terminal cli I'm doing, so I decided to add the missing jsdocs for the utils folder. The rest of the jsdocs for the missing functions will be part of another PR unless you think should be part of this PR.
