Add a non-blocking pre_http_request hook in each WPGraphQL plugin so Appsero payloads for that plugin are duplicated to our telemetry endpoint while the original request still goes to Appsero.

Update README and WordPress.org readme privacy sections across the monorepo so opted-in telemetry is described as going to Appsero and WPGraphQL-operated infrastructure. Remove duplicate Appsero link in core readme.txt.

Raise wp_remote_post timeout for mirrored telemetry from 0.01 to 5 seconds so slow networks can complete the non-blocking duplicate.
Align mirror wp_remote_post timeout with coding standards.
