Remove the DRAFT banners and their style, drop the now-unreferenced
css/screen.css, and rewrite the README, which still described the site
as a copy of the old SourceForge page.

This is currently only a copy from [the original page on sourceforge](http://winpython.sourceforge.net/) with a few modifications regarding the latest releases. Working on more... Feel free to contribute or just criticize :)
