When the active worktree has no tabs, the tab bar still drew its recessed capsule track. It looked like a blank tab (see HAN-184). TabBarView now renders the TabBarOverflowScroll track only when the worktree has at least one tab. Otherwise a Spacer keeps the trailing accessories (+, session history, splits) pinned to the trailing edge.

Acceptance criteria

  • No tabs open → the tab bar shows no tab or track; only the trailing accessories remain, on the right.
  • Opening a tab (⌘T / +) brings back the track with its chip. The existing render path is unchanged when tabs ≥ 1.

Validation

  • make mac-generate
  • make mac-build: ** BUILD SUCCEEDED ** for both the Codans and codans-cli schemes
  • swiftlint lint --config .swiftlint.yml codans/App/Features/TabBar/TabBarView.swift: clean. The full make mac-lint currently fails with 80 errors, all in other files (e.g. CodansCoreTests/Shortcuts/*). This diff doesn't touch any of them.
  • Not verified in the running app (headless session).

The recessed capsule track rendered even with zero tabs, reading as a
blank tab. Skip it and keep the trailing accessories pinned trailing.
