Mobileer is a MIDI synthesizer that was used throughout the 2000's in various phones and low-end devices. mbis is the instrument bank format used by it.
I'm mainly requesting this because I've come across one on the LeapFrog Didj (which uses me2000) and the source code for it is publicly available:
