Add phrases 審計署 and 統計署 (to complement -處 equivalents)

It's confusing; in Hong Kong, the two institutions are:
- 統計處 (Census and Statistics Department)
- 審計署 (Audit Commission)
Note how one is a Department (處) whilst the other is a Commission (署).
