When the hash is known we can search the beta download site for that hash. These beta sites exist for most if not all Unity versions.
Example that didn't work before this change, but does now
Find-UnitySetupInstaller -Version 2022.3.7f1 -Hash b16b3b16c7a0. The version is not listed for public availability so isn't discoverable by searching the releases page, but is available for download if you know the hash/link.
