It would be good to have a guide to setup a development environment for this repo, for Linux/MacOS/Windows.

It should have the following:

1. Pre-requisites needed to be installed for development, e.g. min Python version and other packages that the developers of this repo use.
2. How to build.
3. How to test.

This would allow any contributor to easily setup the development environment.

I couldn't find any links. In case I missed it, please ignore this.
