Also note that #52524 shows that we aren't even using perf hooks in Node <16, so, this is a no-op anyway even if we do fix our code. |

This patch is only needed for
<12.16.3 || 13 <13.13. Anyone who is still using Node 12 better be using Node 12.20 at this point, and nobody should be using Node 13.Removing this is needed for #51590 to prevent this file from using
Versionand causing a cycle.
