Migrating the bring-your-own-code guide from the end of https://docs.microsoft.com/en-us/azure/machine-learning/tutorial-convert-ml-experiment-to-production to the MLOpsPython repo.
Also moves some of the content from the bootstrap readme into the new guide instead.
