Builds a local provider from the environment with no code side setup:

SUPERPOSITION_CONFIG_FILE, or ./super.toml, is served in process and
watched for edits
when SUPERPOSITION_ENDPOINT, _TOKEN, _ORG_ID and _WORKSPACE_ID are all
set, the server is primary and the file is its offline fallback

Also re-export open_feature (and OpenFeature) so apps no longer need a
separate open-feature dependency that could drift from the provider's.
