Docs: bring every markdown file up to date with device assignment work

- README: direct-access apps need the sdr group and a released device.
- KA9Q-DEPLOYMENT: cfg_ka9q-radio and builder start toggles bypass the
  handoff; prerequisites include Debian 13; the Trixie-built ka9q debs
  are confirmed on Ubuntu 24.04; pkg_rx888 skips fw_test when the RX-888
  is in use; sdr-assign manages radiod's serial= line; hardware checks
  release the device first; the RX-888 handoff waits for re-enumeration
  and is confirmed under both firmwares; both direwolf debs are rebuilt.
- scripts/, config/, devices/, packages/, tests/ READMEs: matching
  updates, the "don't open an owned device" rule for install scripts, and
  the declare-Depends rule for prebuilt debs.
- decoders/: start missions with SIGedge assign; the arm64 direwolf
  package is rebuilt; fix a broken README anchor.
- ai/README, TO-DO: wording and status.
