docs: fix broken star history chart in READMEs - #167

The star history chart shown in README.md, README_EN.md, and README_JP.md is broken because the original service can no longer fetch GitHub stargazer data reliably. Point the chart image and link to the new star-history service so the chart renders again.

The star history chart in the READMEs is currently broken and fails to render. This change updates the chart image and link in README.md, README_EN.md, and README_JP.md to a working star history service so the chart displays correctly again.
