Make RegistryServer writable

**Is your feature request related to a problem? Please describe.**
[RegistryServer](https://github.com/feast-dev/feast/blob/master/sdk/python/feast/registry_server.py) is currently read-only. It needs to be writable as well to fit into the security model #4198.
