The lock-sync job on release-please pushed with GITHUB_TOKEN. That push does not start the pull request workflows, so PR 382 only showed DCO. The sync now uses the approve app token, which does start CI.

This does not merge the 0.2.1 release.

A GITHUB_TOKEN push does not start pull_request workflows, so the
lock commit on a release-please branch never ran CI. The app token
does.
