Please enable private vulnerability reporting for coordinated disclosure #271

Hi @c-jimenez,

I've identified what I believe is a security vulnerability in open-ocpp and would like to report it responsibly through a private channel. The repository's SECURITY.md directs reporters to GitHub's private advisory feature, but the "Report a vulnerability" button isn't currently available on the Security tab, which suggests private vulnerability reporting hasn't been enabled for this repo.
