I believe this only deletes the 0.3.0-draft directory, but it doesn't (yet?) replace the existing proposals with new versions?

Stages the WASI 0.2 legacy branch, mirroring how wasi-0.1 was staged: strip 0.3.0-draft WIT, rewrite README explainer. Do not merge. This is for review ahead of vote.
