FR170 — Chisel update-mainline / HEAD Parser migration

Product: Bitloom. Unrelated to samitbasu/rhdl.

Status: Epic 103 / FR170 closed (Story 103.3). Product path: document-pinned update-mainline BitloomFirrtlParser.parseUpdateMainline on FIRRTL 6.0.0 @ Chisel 7.14.0 ↔ firtool-1.155.0 (FR170 close pin); current AD-9 after FR182: Chisel 7.15.0 + firtool-1.159.0 (unpaired; FR173 close @ 1.158.0 still valid). Unpaired HEAD remains Epic 107 / FR174; firtool bump beyond then-pin delivered via FR173 (AD-9 → 1.158.0).

Phase 16 FR138 BitloomFirrtlParser.parse and Phase 19 FR165 Style Guide/linter remain closed and valid (NFR73). This FR delivers the NFR14 document-pinned update-mainline Parser product path beyond FR138 alone. At Epic 103 close, AD-9 was not revised (firtool stayed 1.155.0; unpaired CIRCT HEAD deferred). FR173 later revised AD-9 to firtool-1.158.0 ↔ Chisel 7.15.0; FR170 close evidence @ 7.14.0/1.155.0 remains valid (NFR78).

Pin (document-pinned update-mainline): Chisel 7.14.0 ↔ firtool-1.155.0 (same AD-9 Stack; migration is dialect/API surface, not unpaired HEAD binaries).

Forbidden closes: FR138 alone; FR165 alone; FR130 alone; docs-only; PATH-random firtool; unpaired CIRCT HEAD without AD-9; silent-Ok under BITLOOM_PARSER_HEAD_FORCE_MISSING.

AD-27 + Correct Course (NFR75)

Standing honesty

Unpaired Chisel/CIRCT HEAD binaries remain Epic 107 / FR174 (≠ FR170 alone). Firtool bump beyond the FR170 close pin was later delivered via FR173 (AD-9 → 1.158.0 / Chisel 7.15.0); FR170 close @ 1.155.0 remains valid (NFR78). Scala/Parser runtime must not enter bitloom-prelude design crates.
