Cannot access action 'utter_start_over', as that name is not a registered ,The path 'models' does not exist ... #43

Hello dear, currently working: rasa-v2.x branch
-I don't have a gpu
-debian 11 (gnu/linux)
-conda environment python=3.7.5 Rasa version 2.3.1
-I did the solution from @ivogeorg https://forum.rasa.com/t/rasa-os-installation-issue-cuda-version/38235 ,install cuda 10.1.243,so
RasaHQ/rasa#3858 ,but
it didn't work for me.

I have managed to install the requirements successfully but when I run

rasa train :

rasa shell --debug , I get the image

I don't have hardware for this but I have read that tensorflow can help.

Any ideas? pls
