What is the current behavior?

During a release if you try to execute the command npm --no-git-tag-version version [version] --allow-same-version -m "release: cut the %s release" an error us thrown that command conventional-changelog is not found.

What is the new behavior?

During a release if you try to execute the command npm --no-git-tag-version version [version] --allow-same-version -m "release: cut the %s release" the correct release notes are created
