admin's template/header.php lacks a minor but important meta tag:
<meta name="viewport" content="width=device-width, initial-scale=1, maximum-scale=1">that, when used, it makes any responsive theme (tested with http://get-simple.info/extend/admin-theme/light-admin-core/1203/ ) work on mobile browsers.
