The name of package providing binary executables for Debian 14 and Ubuntu 26.04 is framework-tool.

rust-framework-tool is the source package name, but not for apt install.

@JohnAZoidberg I just verified that the command in the README needs correction, as the binary package is named framework-tool. Apologies for not catching this earlier
