This eliminates a race condition.
The test suite currently uses two different unit testing frameworks, garden and sourcery, for two different sets of tests: test/main.F90 and test/test-main.f90, respectively. Until the test suite uniformly uses one testing framework, the CI has to be adjusted to explicitly run both sets of tests by name.
Before allocating the coarray halo_x, deallocate it if it is already allocated.
All tests pass when run on an 11 x 11 grid in 1-3 images.
