[bug]: Dismiss trigger not consumed #162

Description

Non-modifier key input pass-through while dismissing panel

In settings>Activation>Shortcuts Panel> trigger dismissed by: any non-modifier key
But any non-modifier key input to dismiss the panel would get through and land on the active window

Expected behavior

Dismissing non-modifier key gets consumed keyclu as panel disappears, no effect on active window
