The Delegation for relations with Afghanistan
Relations between Parliament and the Wolesi Jirga (the lower house of the Afghan National Assembly) were inaugurated during the 2004-2009 legislative term. An ad hoc Parliament delegation first visited the country in July 2005, with the aim of deepening their understanding of the political situation before the first parliamentary elections.
Marking Parliament's willingness to strengthen nascent democratic institutions in the country, a fully fledged Delegation for relations with Afghanistan was constituted immediately after the 2009 European elections - making it one of Parliament's youngest.
From 2009 to 2021, as a result of the difficult security situation, official visits to the country were not organised on a regular basis. For example, from 2014 to 2019, two delegation visits were undertaken to Kabul. The programme for outgoing visits generally included meetings with members of the partner parliament, the government, political parties, national and international representatives of civil society, in particular organisations involved in protecting and promoting human rights, as well as international stakeholders such as NATO and the US.
Over the course of the 2019-2024 parliamentary term, D-AF closely followed the situation in Afghanistan through its ordinary meetings, joint meetings with different Parliament committees and/or delegations, the statements of the Chair and participating in the organisation of events related to the country, such as the Afghan Women Days.
Moreover, in July 2021, one month before the Taliban takeover, D-AF held the sixth EU-Afghanistan IPM with representatives of the National Assembly of Afghanistan.
