European Parliament resolution on the EU enlargement strategy, 11 March 2026

In its resolution, Parliament identifies Moldova as a frontrunner in the renewed enlargement process, commending its significant and rapid progress despite persistent hybrid threats particularly from Russia. It welcomes the completion of the screening process and urges the swift opening of the negotiating clusters. It also calls on the Hungarian Government to refrain from continuing to block negotiations.

In broader terms, Parliament reiterates that accession must remain a merit-based and reversible process, stressing that progress on fundamentals (the rule of law, democratic reform, media freedom and fundamental rights, including minority rights) must guide all negotiating chapters. It recalls that EU financial support dedicated to Moldova which is pivotal to reinforce reform momentum, institutional and economic transformation is subject to conditionality, including on the rule of law and the fight against corruption.

The resolution was adopted by 385 votes in favour, 147 against and 98 abstentions.

European resolution on strengthening Moldova’s resilience against Russian hybrid threats and malign interference, 10 September 2025

The resolution condemns Russia's hybrid operations and interference targeting Moldova's parliamentary elections taking place on 28 September 2025. MEPs stated Moscow aims to destabilize Moldova and reverse its EU membership path. Despite challenges including Russia's war on Ukraine and hybrid threats, Parliament praised Moldova's EU reform progress and urged swift opening of accession negotiations on Cluster 1 on Fundamentals. The resolution calls for enhanced EU-Moldova strategic communication to counter Russian disinformation, recognizes civil society's role in combating false narratives, and emphasizes comprehensive legal reforms and anti-corruption efforts as crucial for Moldova's resilience. MEPs reaffirmed unwavering EU support for Moldova's democratic consolidation and European integration, viewing the upcoming elections as pivotal for the country's democratic future and EU membership prospects.

The resolution was adopted by 490 votes in favor, 65 against with 86 abstentions.

European Parliament resolution on the 2023 and 2024 Commission reports on Moldova, 18 June 2025

In its first report on Moldova's enlargement process, the Parliament praises Moldova's exemplary commitment to advancing towards EU membership as well as its progress in meeting the EU's enlargement requirements and aligning its legislation with the "EU acquis". The resolution recognises that EU-Moldova relations have entered into a new phase and acknowledge the country's ambition to open negotiations on several clusters.

MEPs note that in both Moldova's constitutional referendum on European integration and the 2024 presidential election, Moldovans reaffirmed their support for EU membership and the government's pro-European reform agenda.

The resolution also states that the country's parliamentary elections in autumn 2025 will be crucial for the continuation of Moldova's pro-European trajectory and warn about the likely intensification of foreign, in particular Russian, malign interference and hybrid attacks.

The resolution was adopted by 456 votes in favour to 118 against with 51 abstentions.

EP resolution on strengthening Moldova's resilience against Russian interference ahead of the upcoming presidential elections and a constitutional referendum on EU integration, 9 October 2024

The Parliament vehemently condemns Russia's escalating malicious activities, interference and hybrid operations targetting Moldova's presidential election and constitutional referendum on EU integration which are taking place next 20th October. MEPs point to the Russian Federation which aim at undermining the electoral processes, security, sovereignty, and democratic foundations of the Republic of Moldova, fostering divisions within Moldovan society, and derail the country's pro-European trajectory;

They call on the EU and its member states to ensure that all necessary assistance is provided to Moldova to strengthen its institutional mechanisms and ability to respond to hybrid threats and reaffirm their support for Moldova's path towards EU accession. In this regard, the resolution calls for accelerating the screening process and include the country in the Instrument for Pre-Accession Assistance (IPA III). The resolution was approved by 508 votes in favour, 53 against and 104 abstentions.

European Parliament resolution on 30 years of Copenhagen criteria - giving further impetus to EU enlargement policy, 13 December 2023

The resolution was adopted by 468 votes in favour, 99 against and 58 abstentions.

MEPs urge the European Council to decide at its meeting on 14-15 December 2023 to open accession negotiations with Ukraine and the Republic of Moldova. Provided certain reform steps are taken, they say that accession talks should also be opened with Bosnia and Herzegovina, and Georgia should be granted candidate status. The resolution also require upon the EU to establish clear deadlines for the candidate countries to conclude EU accession negotiations by the end of this decade.

MEPs however insist there should be no fast-track for membership and the Copenhagen criteria must be fulfilled to ensure that candidate and potential candidate countries demonstrate a consistent and enduring commitment to democracy, rule of law, human rights and respect for and protection of minorities, and economic reforms.

European Parliament resolution on taking stock of Moldova’s path to the EU, 5 October 2023

The resolution reiterates its call on the Commission and the European Council to start the EU accession negotiations with the Republic of Moldova by the end of 2023. MEPs also request the EU and its Member States to increase financial and technical assistance to facilitate the process of Moldova's integration into the EU. The text also underlines the need to ensure that all the Commission's future requirements remain clear and precise as well as to accompany the Moldovan authorities with technical assistance, will enable the Republic of Moldova to maintain the speed and quality of the reforms required for EU accession.

European Parliament resolution on the challenges facing the Republic of Moldova, 19 April 2023

The text was adopted by 555 votes in favour, 49 against with 26 abstentions

Parliament strongly condemns Russia's repeated attempts to destabilise the Republic of Moldova by the use of hybrid means, the weaponisation of energy supplies, the repeated violations of its airspace, disinformation campaigns and staged protests, as well as the threat of the use of force. MEPs stand in solidarity with the Moldovans and reiterate their unwavering support for the independence, sovereignty and territorial integrity of the country.

MEPs call on the EU and its Member States to:

- take action to counter Russia's use of hybrid means;

- step up its support in combating disinformation, cyberattacks and other hybrid attacks;

- establish immediate sanctions against those that attempt to destabilise Moldova and call on the EU to sanction fugitive oligarchs Ilan Șor and Vladimir Plahotniuc personally and, where appropriate, sanction their businesses and political organisations.

EP resolution of 23 June 2022 on the candidate status of Ukraine, the Republic of Moldova and Georgia

The Resolution was adopted by 529 votes in favour, 45 against and 14 abstentions.

The Resolution:

  • Calls on the Heads of State and Government who will meet as the European Council on 23 and 24 June 2022 to grant EU candidate status to Ukraine and the Republic of Moldova without delay, and to grant the same status to Georgia once its government has delivered on the indicated priorities in the Commission's opinion;
  • Underlines that the EU accession must take place in accordance with Article 49 TEU, based on respect for the so-called Copenhagen criteria for EU membership, and remains a merit-based process that requires adoption and implementation of relevant reforms;
  • Calls on the EU institutions to update the EaP policy in order to remain a transformative and meaningful instrument in the current context;

EP resolution of 19 May 2022 on the implementation of the EU Association Agreement with the Republic of Moldova

The resolution calls on the EU institutions to grant EU candidate status to Moldova, along with Ukraine and Georgia, in line with Article 49 TEU and 'on the basis of merit,' while ensuring that Moldova continues to be integrated into the EU single market in the meantime. MEPs call on the Commission to assist Moldova in preparing a credible pre-accession strategy for EU membership and point out the need to set up a new Commission Support Group for the country. MEPs note that some important steps to implement the reforms have been taken, but a lot more work needs to be done. Key state institutions in Moldova need to be strengthened in order to win back the trust of the citizens and make them more robust against capture, and points out that judicial and administrative reforms are crucial in this respect.

EP resolution of 5 May 2022 on the state of play of the EU-Moldova cooperation

The EP welcomes Moldova's formal EU membership application and call on the EU institutions to grant EU candidate status to Moldova, along with Ukraine and Georgia, in line with Article 49 TEU and 'on the basis of merit'. It also calls on the country to be integrated into the EU single market in the meantime, while sectoral cooperation should be enhanced.The Parliament calls on the Commission to further increase financial and technical assistance for Moldova, including through a new Macro-Financial Assistance proposal, transport and trade liberalisation measures, and continued support for refugee management and humanitarian purposes.The resolution expresses serious concerns over developments on the territory of the Transnistrian region and condemns Russia's weaponization of Moldova's gas supplies.
